Make grade opinion opt in

Currently when making a tick system assumes user agrees with the current grade and count it as a grade vote, and this leads to mess in grades. Grade vote should be opt in, not on by default.

Sample case:

Rovaniemi grading is especially sub7 is sooo sandbagged. Assuming tick grades makes situation to look worse. No way for topo admin to override this, the false user votes overrides the topo grade
